selection region is selected instead of toggled, the following should
occur:
Select all the elements in the new
selection region.
Deselect all other elements in the scope.

When using an adjustment technique, if the current
selection region is toggled instead of selected, the following should
occur:
Elements added to the selection region
become toggled, based on the toggling policy.
Elements removed from the selection region have
their state determined by the toggling removal policy.
The state of all other elements in the scope are
unaffected.
