This verb returns the name of the node currently defined as
the central logger (the node holding the central log file to which
SNAplus2 log messages from all servers are sent). This verb does
not return information about whether central logging is active;
use QUERY_CENTRAL_LOGGING to determine this.
This verb must be issued with a null target handle.
