The Utilization Provider collects data from any process that exists at collection time. However, the effect of a process that starts up in the middle of a 5-minute sampling period is undervalued. This is because the data is accumulated for less than 5 minutes, but the Utilization Provider assumes that the process ran for the entire 5-minute sampling period. In effect, the data from less than 5 minutes is evenly distributed across the entire 5 minutes.
