The Virtualization Manager online help for creating and modifying monitored workloads states that processes that are alive for less than 5 minutes are missed by the Utilization Provider, and their CPU utilization is not recorded as part of the workload definition. The following description is more accurate.

The Utilization Provider collects data from any process that exists at collection time. However, the effect of a process that starts up in the middle of a 5-minute sampling period is undervalued. This is because the data is accumulated for less than 5 minutes, but the Utilization Provider assumes that the process ran for the entire 5-minute sampling period. In effect, the data from less than 5 minutes is evenly distributed across the entire 5 minutes.
