File handling errors that occur while running ZDGEN are reported
by HP-UX. For further explanation of any file handling errors, refer
to the Hewlett-Packard HP-UX Reference Manual,
under PERROR(3) and ERRNO(3).

- Explanation:
The device type number must commence at 1 and be incremented
by 1 for each device type in the file.
Number of lines read n
Number of devices n
- Explanation:
ZDGEN reports on the number of lines it read from
the configuration file and the number of devices that were defined.
